什么是 189 独立技术移民签证职业清单?

澳大利亚189独立技术移民签证(Skilled Independent Visa, Subclass 189)所适用的职业清单为中长期战略技能职业清单(Medium and Long-term Strategic Skills List,简称MLTSSL)。

需要特别注意的是,MLTSSL并不等同于 核心技能职业清单(CSOL)。CSOL主要适用于雇主担保类别签证,例如紧缺职业技能(482)签证和雇主担保(186)签证。由于两份职业清单适用于不同的签证类别,许多申请人在规划移民时容易混淆。因此,在开始申请之前,首先确认您的职业适用于哪一份职业清单十分重要。

通常而言,申请 189签证需要满足以下基本要求:

  • 提名的职业必须位于MLTSSL职业清单内;

MLTSSL只是决定您的职业是否符合申请资格,而不是决定您是否能够获得邀请。

自2026年以来,189签证通常采用 季度邀请及职业优先排序机制发放邀请。是否获邀,通常还会受到以下因素影响:

  • occupation title;
  • ANZSCO occupation code; and
  • the relevant skills assessing authority.

Where more than one assessing authority is listed, the appropriate authority depends on your qualifications, employment history and the applicable assessment pathway. Each assessing authority has its own eligibility criteria and documentary requirements.

Before lodging a skills assessment application, applicants should ensure they are applying to the correct assessing authority.

MLTSSL vs CSOL – What's the Difference?

Understanding the difference between the MLTSSL and the CSOL is essential when choosing the correct migration pathway.

Medium and Long-term Strategic Skills List (MLTSSL)

The MLTSSL is primarily used for Australia’s points-tested skilled migration program, including:

These visas generally require applicants to meet the points test. While Subclass 190 and Subclass 491 visas require nomination by a State or Territory Government (or, in some cases, sponsorship by an eligible family member for the Subclass 491 visa), they do not ordinarily require employer sponsorship.

核心技能职业清单(CSOL)

The CSOL applies to employer-sponsored migration pathways, including:

Applicants for these visas generally require sponsorship or nomination by an eligible Australian employer.

An occupation may appear:

  • on both lists;
  • only on the MLTSSL;
  • only on the CSOL; or
  • on neither list.

If your occupation does NOT appear on the MLTSSL, you cannot qualify for a Subclass 189 visa regardless of your points score. However, you may still be eligible for an employer-sponsored visa if your occupation appears on the CSOL.

Choosing the right migration pathway requires consideration of your occupation, work experience, qualifications and individual circumstances.

How to Use the 189 Visa Occupation List

If you are considering applying for a Skilled Independent visa, the following steps provide a useful starting point:

Step 1: Search for your occupation using either the occupation title or ANZSCO code.

Step 2: Confirm the correct skills assessing authority.

Step 3: Obtain a positive skills assessment before lodging your Expression of Interest (EOI), unless an exemption applies.

Step 4: Calculate your points under the General Skilled Migration points test.

Step 5: Lodge your EOI through SkillSelect and wait to receive an invitation to apply.

Choosing the wrong occupation or submitting a skills assessment application to the incorrect assessing authority can lead to unnecessary delays, additional costs and, in some cases, an unsuccessful visa application. Obtaining professional advice early in the process can help avoid these issues.
